NC SAVAN is North Carolina's statewide victim notification program, delivered through VINE and VINELink. The state FAQ says all North Carolina jails and Adult Correction are electronically linked. That includes prison, probation, and parole information. A person booked into Caswell County Detention Center can therefore enter the service even though the Sheriff's website has no verified online roster or release archive.

Ordinary phone notifications run from 8 a.m. to 8 p.m. Unanswered ordinary calls repeat about every two hours for 24 hours. Critical release, escape, and capture calls can arrive at any time and repeat every 30 minutes for 24 hours without acknowledgment. Email sends a status-change message. These repeat rules make the PIN step important.

Caswell County Transfer Alert Trap
A custody-change notice does not always mean community release. A move from Caswell County Detention Center to Caswell Correctional Center, Dan River Prison Work Farm, another jail, ICE, or the U.S. Marshals Service ends custody for the first agency while confinement continues elsewhere. The alert is accurate as a change from that custodian, but the everyday word “release” can lead to the wrong conclusion.
NC SAVAN registration does not necessarily follow the person after a transfer. The state instructs users to call and re-register with the receiving agency. DAC also advises registering under each relevant offender ID when county and state records both exist. That local layer is especially important in Caswell County, which has one county detention center and two state prisons.
Ask two direct questions after an alert: did the named custodian end custody, and was the endpoint community release or a transfer? If it was a transfer, obtain the receiving agency and new identifier. If it was community release, request the county release entry or inspect NCDAC Actual Release Date as the custody type requires.
Confirm Caswell County Release Status
A missing VINELink result is not proof of release. The record might be outside coverage, use another identifier, have moved between systems, or no longer remain searchable. The official sources do not promise how long a released Caswell result stays in the public interface. The custody source controls the best fallback. If the person was booked at the county detention center, the Sheriff's detention and Records contacts can distinguish release from transfer. If the person was at Caswell Correctional Center or Dan River Prison Work Farm, OPI is the persistent state record. A court docket can explain the order or judgment, yet it will not always show when the jail door event was completed.
A federal lead needs its own route. The Bureau of Prisons locator can show a past release date or that a person is not in BOP custody, but that wording leaves open state, local, or immigration custody. VINELink cannot close that gap. Identity needs the same care as status. Name and offender ID are the core VINELink search fields, but a common name can still produce more than one candidate. If the person later transfers into NCDAC, repeat the identity match under the state offender number rather than assuming the old county enrollment moved with them.
